Rule 8
Choice of Letter of Intent
(1) For the selection of letter of intent, a total of one hundred marks will be considered as a whole number, and the marks will be divided on the following basis:-
(a) For Technical Ability — Forty Marks
(b) For financial capacity — forty marks
(c) For experience — twenty marks
(2) Evaluation of technical and financial ability and experience as per sub-rule (1) will be done as follows:-
(a) When evaluating the technical capability of the proposer submitting the letter of intent, if any device, equipment or manpower is required for the implementation of the project, based on whether or not the proposer has such device, equipment or manpower,
(b) When evaluating the financial capacity of the proposer submitting the Letter of Intent, the financial capacity required for the survey, operation and management of the project and the amount to be spent for the project or the loan if the proposal is to be taken, based on the proposed loan process, (c) While evaluating the experience of the proposer submitting the letter of intent, based on the experience of whether or not that person has implemented the construction of infrastructure and other projects of the nature for which the letter of intent is called for,
(d) On other detailed basis regarding the evaluation approved by the Authority before inviting the Letter of Intent.
(3) The proposer who submits the letter of intent and obtains at least 60 points from the evaluation conducted according to sub-rule (2) will be selected. If at least two proposers who get 60 points cannot be selected during such evaluation, other proposers who get at least 50 points will also be selected.
